PROCEDURES FOR ISSUING A CERTIFICATE

ADMINISTRATIVE REGULATION NO. 622-2021

c) Specify if the cutting is done in a maple grove and provide proof of authorization from the CPTAQ in the case where it is a cutting done in a maple grove within the meaning of the Law on the Protection of Agricultural Land and Activities;

d) the expected completion date of the work; e) Specify the locations where the slope of the terrain is 20% or more; f) a forestry prescription:

  1. identification of the property targeted by the work (lots);
  2. a detailed location plan of the work (map);
  3. a description of the targeted stands;
  4. a detailed description of the work to be carried out for each of these stands;
  5. a description of the proposed forestry intervention (harvesting / enhancement);
  6. identification of infrastructures located on and near the stands;
  7. planning and location of forest roads and mitigation measures, if applicable;
  8. identification and description of constraints inherent to the nature of the terrain;
  9. location of vacation or built-up areas nearby;
  10. the report must be prepared by a forestry engineer. g) when required, a reforestation plan including:
  11. reforestation modalities;
  12. planned interventions for site cleaning.

5.2.3 Conditions for issuing a certificate of authorization for tree felling for commercial purposesNo certificate of authorization for tree felling for commercial purposes will be issued unless:

a) the purpose of the application complies with zoning regulations; b) the application is accompanied by all the information required by this regulation; c) the applicant, by his signature, undertakes to comply with the terms and conditions of the certificate of authorization.

5.2.4 Work CertificateIn addition, the applicant must submit a work execution report by a member of a competent professional order, within thirty (30) days following the expiry of the certificate validity period.

5.2.5 Validity Period of the CertificateThe validity period of the authorization certificate for tree felling for commercial purposes is twenty-four (24) months from the date indicated on the certificate.

5.3 CERTIFICATE OF AUTHORIZATION FOR TREE FELLING WITHIN THE URBAN PERIMETER OR IN THE RIVER FOR NON-COMMERCIAL PURPOSES

5.3.1 Obligation to obtain a certificate of authorization for tree felling within the urban perimeter, on a steep slope, or in the riverAny tree felling within the urban perimeter or in the river is prohibited without having previously obtained a certificate of authorization from the Municipality.

CHAPTER 5 | PROCEDURES FOR ISSUING A CERTIFICATEAny tree felling on a site with a slope of more than 30% is prohibited without having previously obtained a certificate of authorization from the municipality.

5.3.2 Request for a Certificate of AuthorizationThis application for a certificate of authorization must include, in addition to the mandatory information, the following additional information: a) a photograph of each of the trees to be felled; b) a description of the reason for felling; c) if applicable, the delimitation of the high-water mark and/or the slope; d) the number and choice of species to be replanted.

5.3.3 Conditions for issuing a certificate of authorizationa) The purpose of the application must comply with zoning regulations. b) The application must be accompanied by all documents required by this regulation. c) The designated officer may request the applicant to replace each felled tree with a new tree or shrub. d) The applicant, by his signature, undertakes to comply with the provisions of the authorization certificate.

5.3.4 Work CertificateThe applicant must submit to the urban planning and environment department a photograph of each felled tree and a photograph of each replanted tree, within a maximum period of thirty (30) days following the completion of the work.

5.3.5 Validity Period of a Certificate of AuthorizationThe validity period of a certificate of authorization for tree felling within the urban perimeter or in the river is six (6) months from the date indicated on the certificate.
